Given the set of values each element can be transformed into, what is the largest MEX that can be constructed by assigning one target value to each element?

The constraints are the first clue that a direct construction is not intended. The total number of elements over all test cases is at most $2\cdot 10^5$, while the sum of maximum values is at most $10^6$. This strongly suggests an algorithm whose complexity depends on the value range rather than on $n^2$.

The main difficulty is understanding exactly which values a number $x$ can become after one modulo operation.

Consider a few examples.

If $x=6$, then:

$$6\bmod 7=6,$$

so $6$ is reachable.

Also,

$$6\bmod 6=0,\quad 6\bmod 5=1,\quad 6\bmod 4=2.$$

The reachable values are

$${0,1,2,6}.$$

A naive assumption would be that every value between $0$ and $x$ is reachable. That is false. For example, $3$ cannot be produced from $6$.

Another easy mistake is to think that duplicate large values can always generate arbitrary missing numbers. For example:

$$a=[2,2].$$

Each $2$ can only become $0$ or $2$. We can create $0$, but we can never create $1$. The answer is $1$, not $2$.

A third subtle case is the presence of zeros.

For

$$a=[0,0,0],$$

every element always remains $0$, because

$$0\bmod b = 0.$$

The resulting array can never contain $1$, so the answer is $1$.

These examples show that we must characterize the reachable values exactly.

Approaches

The brute force viewpoint is to compute all reachable values for every element, then search for the largest MEX obtainable by a matching between elements and target values.

Even after observing that each value has only $O(x)$ reachable states, the resulting bipartite matching formulation is far too expensive. With values up to $10^6$, this approach is completely impractical.

The key observation comes from analyzing a single number $x$.

Suppose we vary the modulus $b$.

If $b>x$, then

$$x\bmod b=x.$$

If $b\le x$, then the remainder is always strictly less than $x/2$. The official editorial proves this by splitting into the cases $b\le x/2$ and $x/2<b\le x$.

Moreover, every value

$$0\le y<\frac{x}{2}$$

is attainable by choosing

$$b=x-y.$$

Thus the complete reachable set is

$$R(x)={x}\cup \left{ 0,1,\dots,\left\lfloor\frac{x-1}{2}\right\rfloor \right}.$$

This characterization changes the problem completely.

Now consider checking whether

is possible.

We need to realize every number

$$0,1,\dots,k-1.$$

A value $x<k$ is special. Since $x$ itself is reachable, using $x$ to realize $x$ is always at least as good as using it for a smaller number. Any smaller target could also be produced by some sufficiently large value later.

Therefore, while checking $k$, we greedily reserve one occurrence of every value $x<k$ to represent $x$.

After doing this, some numbers in $[0,k-1]$ remain uncovered. Let those missing numbers be

Every remaining element $x$ can cover exactly the interval

$$0 \le y \le \left\lfloor\frac{x-1}{2}\right\rfloor.$$

Equivalently, it can cover a missing value $m$ iff

Now the problem becomes a classic greedy matching problem.

Sort the missing numbers increasingly. Sort the available large elements increasingly. Process missing numbers from smallest to largest and always assign the smallest available element that can cover the current missing number.

If at some point no such element exists, then $\operatorname{mex}\ge k$ is impossible.

Since feasibility is monotone in $k$, binary search on the answer becomes possible.

Reachable values

For every value $x$,

This is the fundamental structural fact.

Feasibility check for a fixed $k$

  1. Count the frequency of every value.
  2. For every $x<k$, if an unused occurrence of $x$ exists, reserve exactly one occurrence to represent $x$.
  3. Collect all numbers in $[0,k-1]$ that were not reserved. These are the missing values.
  4. Every remaining array element becomes an available resource.
  5. For each available element $x$, compute

$$t=\left\lfloor\frac{x-1}{2}\right\rfloor.$$

This element may cover any missing value not exceeding $t$.

  1. Process missing values from smallest to largest. Maintain a multiset of available capacities $t$.
  2. For a missing value $m$, choose the smallest capacity satisfying

$$t\ge m.$$

Remove it from the multiset.

  1. If such a capacity does not exist, the check fails.
  2. If every missing value is assigned, the check succeeds.

The answer lies between $0$ and $n$, because an array of length $n$ cannot have MEX larger than $n$.

Binary search the largest $k$ for which the feasibility check succeeds.

Why it works

Whenever a value $x<k$ exists, assigning one copy directly to $x$ can never reduce feasibility. Any alternative use of that copy would produce a value smaller than $x$, while $x$ itself could then only be produced by another copy of $x$. Reserving such copies immediately is always optimal.

After these reservations, every remaining element contributes only through its threshold

$$\left\lfloor\frac{x-1}{2}\right\rfloor.$$

The resulting problem is matching missing numbers to thresholds. Processing missing numbers in increasing order and always using the smallest feasible threshold is the standard optimal greedy strategy. Any larger threshold used earlier can only reduce future flexibility.

Hence the check is correct, and binary search over the monotone feasibility predicate yields the maximum achievable MEX.
