Problem Understanding
We have a complete directed graph on n cities. For every car type, we know the travel time between every ordered pair of cities. These travel times are not guaranteed to be symmetric, so going from u to v may cost something different than going from v to u.
A race round gives three values: a start city, a destination city, and the maximum number of car changes allowed. If we use one car for the whole route, that means zero changes. If we use three different cars during the trip, that means two changes.
The driver may move through intermediate cities and may switch cars instantly at any city. The task for each query is to compute the minimum possible travel time under the allowed number of car changes.
The constraints completely determine the intended solution shape. The number of cities and car types are both at most 60, which is small enough for cubic dynamic programming or Floyd-Warshall style preprocessing. The dangerous value is the number of rounds, up to 10^5. That rules out any per-query graph algorithm. Even an O(n^3) computation per query would be hopeless.
The maximum number of allowed changes is 1000, much larger than the number of cities. That strongly suggests we should preprocess answers for all possible transition counts up to some meaningful limit.
A subtle point is that using more allowed changes does not mean we must actually use them. The answer for k = 10 could still use only one car if that is optimal.
Another easy mistake is misunderstanding what a "car change" means.
Consider this example:

With zero changes, we may still choose either car initially. The correct answer is 1, not 5, because we can simply start with the second car.
A second pitfall is assuming shortest paths for a single car only use one edge. The input gives direct road costs, but the graph is complete, so intermediate cities may still help.

Using the only car, the direct road from 1 to 2 costs 100, but going 1 -> 3 -> 2 costs 2. Any solution that ignores all-pairs shortest paths inside one car gives the wrong result.
Another non-obvious case is when allowing extra changes gives no improvement.

The optimal route uses only the first car the whole time. A careless DP that forces exactly k changes instead of "at most k changes" would fail here.
Approaches
The brute-force viewpoint is straightforward. For every query, we could think about all possible sequences of cars and all possible intermediate cities where we switch. If a query allows k changes, then we may use up to k + 1 car segments. Each segment could use any of m cars, and switching may happen at any city. Even for small k, the number of combinations explodes.
A more graph-oriented brute-force would build a layered state graph where the state is (city, used_changes, current_car) and run Dijkstra for every query. The graph has roughly n * m * k states. With r = 10^5, this is still far too expensive.
The key observation is that the city count is tiny. Since n <= 60, we can afford expensive preprocessing over all city pairs.
The first important reduction is separating movement inside a single car from car switching. If we commit to using one fixed car, then the best way to travel between two cities is simply the all-pairs shortest path for that car. Once we compute that, every car behaves like a complete weighted graph of optimal travel times.
After this preprocessing, suppose we define:
best[u][v] = minimum travel time from u to v using exactly one car
This already incorporates all choices of car and all intermediate cities while keeping that car fixed.
Now the problem becomes much simpler. If we are allowed to change cars, then the trip is just a sequence of segments, where every segment cost comes from best.
If we use at most k changes, then we use at most k + 1 segments.
This leads naturally to dynamic programming over the number of segments. Let:
dp[t][u][v] = minimum cost from u to v using at most t segments
The transition is classic min-plus matrix multiplication:
dp[t][u][v] = min(dp[t-1][u][x] + best[x][v])
Since n is only 60, we can preprocess this DP for all t from 1 to 60. We never need more than 60 segments because revisiting cities cannot improve an optimal path under positive weights. The official solutions cap the number of changes at n - 1.
Then every query becomes an O(1) lookup.

Algorithm Walkthrough
- Read all car matrices.
Each matrix describes travel times for one specific car between every ordered pair of cities. 2. Run Floyd-Warshall independently for every car.
This computes the true minimum travel time between every pair of cities while keeping the same car throughout the trip.
3. Build a matrix best.
For every pair (u, v), set:
best[u][v] = minimum over all cars of dist_car[u][v]
This represents the cheapest possible segment if we are allowed to pick exactly one car for that segment. 4. Initialize the DP table.
Let:
dp[0][u][v] = best[u][v]
Here, 0 means zero car changes, so only one segment is allowed.
5. Extend the DP for additional car changes.
For every t >= 1:

The first option means we do not use the extra allowed change. The second option means the last segment starts at city x using one car.
6. Precompute DP only up to n - 1.
Any optimal route can be transformed into one without repeated cities, so more than n - 1 changes are unnecessary.
7. Answer each query.
If the query allows k changes, use:
dp[min(k, n - 1)][s][t]
Why it works
After Floyd-Warshall, every value best[u][v] already represents the optimal way to travel from u to v while using exactly one car. Any valid race strategy is simply a concatenation of such segments.
The DP invariant is:
dp[t][u][v]
stores the minimum travel time from u to v using at most t + 1 segments, equivalently at most t car changes.
The transition considers all possible last switching cities x. If the last segment starts at x, then the earlier part of the route uses at most t segments and the final segment uses one more. Since every possible split point is tested, the optimal strategy is always included.
Because all costs are nonnegative, repeating cities cannot improve the answer indefinitely. An optimal segmented route can always be simplified to use at most n segments, so capping preprocessing at n - 1 changes is sufficient.

The first major block runs Floyd-Warshall separately for every car. This is essential because a single car may still benefit from passing through intermediate cities.
The best matrix compresses all cars into one universal transition graph. After this step, every edge already means "best possible movement using one uninterrupted car choice".
The DP layers correspond to the number of allowed car changes. A subtle detail is copying dp[t - 1] into dp[t] before transitions. Without this, the DP would compute answers using exactly t changes instead of at most t changes.
Another important implementation choice is capping queries with:
k = min(k, n - 1)
The problem allows k up to 1000, but preprocessing only needs n - 1.
All computations fit safely in 64-bit integers. Python integers naturally handle this.
