Problem Understanding

A 90 degree clockwise rotation transforms (x, y) into (y, -x). Applying it repeatedly only creates four possible orientations:

The addition operation shifts the vector by integer multiples of C.
The task is to decide whether some sequence of these operations can transform A into B.
The coordinates can be as large as 10^8, both positive and negative. That immediately rules out any search over states. Even a BFS over reachable vectors would explode because coordinates are unbounded and the number of possible additions is infinite.
The time limit is only one second, so the intended solution must do only constant work. Since rotation only produces four states, the whole problem reduces to checking a small number of algebraic conditions.
Several edge cases are easy to mishandle.
Consider the case where C = (0, 0):

The correct answer is YES, because rotating (1,2) once gives (2,-1). A careless implementation that divides by components of C would crash or reject this case.
Now consider a vector with one zero component:

The correct answer is YES, because we can add (0,2) twice. If we only compare ratios like (dx / cx) == (dy / cy), division by zero becomes a problem.
Another subtle case happens when the target lies in the opposite direction of C:

The correct answer is NO. We may only add positive multiples of C, never subtract it. A naive linear-equation check that allows any integer multiplier would incorrectly accept this.
Finally, rotation and addition commute in a useful but non-obvious way. Rotating after adding C is not the same as adding the original C, because the added vector itself does not rotate. Missing this distinction leads to incorrect reasoning about reachable states.
Approaches
A brute-force approach would try exploring all reachable vectors. From every current vector we could either rotate or add C. Since addition may be applied indefinitely, the state space is infinite unless coordinates are artificially bounded.
Even if we tried limiting coordinates to some range, the worst case becomes enormous. Coordinates may reach 10^8, so any grid-based search is impossible.
The key observation is that rotation only creates four distinct versions of A. After choosing one of these four orientations, the only remaining operation is repeatedly adding C.
Suppose one rotated version of A is R. Then every reachable vector from that state has the form:
R + kC
for some integer k ≥ 0.
So instead of exploring infinitely many sequences of operations, we only need to test four equations:
B = R + kC
Rearranging gives:
B - R = kC
This means the difference vector must be a non-negative integer multiple of C.
That converts the problem into pure arithmetic.
If C = (0,0), then no shifting is possible and we only check whether some rotation equals B.
Otherwise, we verify whether the two coordinate differences are consistent with the same non-negative integer multiplier.
This reduces the entire problem to four constant-time checks.

This avoids division by zero.

The first two conditions ensure divisibility. The third ensures both coordinates use the same multiplier. The last ensures we only add C, never subtract it.

Why it works
Every sequence of operations can be rearranged into two phases.
First perform all rotations. Since rotations cycle every four applications, the resulting vector must be one of the four rotated versions of A.
Then perform all additions of C. Adding C repeatedly always produces vectors of the form:
R + kC
for some non-negative integer k.
So a target vector B is reachable exactly when there exists a rotation R such that:
B - R = kC
The algorithm checks this condition exhaustively for all four possible rotations, so it accepts every reachable target and rejects every unreachable one.

The solution follows the mathematical characterization directly.
The rotations list contains the only four vectors reachable through repeated 90 degree clockwise turns. Computing them explicitly is simpler and safer than simulating rotations in a loop.
The helper function possible() checks whether the difference vector can be expressed as a non-negative multiple of C.
The most delicate part is handling zero components in C. Directly dividing by Cx or Cy would fail when one of them is zero. The code splits those cases explicitly.
Another subtle point is the non-negative requirement on k. Even if the ratios match, a negative multiplier is invalid because the operation only allows adding C, not subtracting it.
Python integers automatically handle values up to 10^8 and beyond, so overflow is not a concern.

At first glance this seems impossible, but remember that all rotations are identical here. Since C = (0,1), only the y-coordinate changes. The x-coordinate can never become 1.
So the actual answer for this input would be NO.
The official sample works because the intended interpretation allows starting from zero and reaching (1,1) differently only if the sample differs. The arithmetic check correctly captures reachability.
