The key observation is that the final goal is not about individual towers but about reducing the difference between maximum and minimum heights. Each move shifts exactly one unit from one tower to another, so every operation decreases one tower by 1 and increases another by 1. This means we can think in terms of gradually flattening extreme values.

If a tower is above the current average target, it is a source of excess. If it is below, it is a sink. The best possible final configuration after many operations will always lie as close as possible to the mean height, since total sum is fixed and we are redistributing mass.

This suggests a greedy strategy: repeatedly move one cube from the current tallest tower to the current shortest tower. Each such move reduces the gap between extremes or at least pushes both ends toward the middle. Since we always choose the most extreme pair, we never waste a move.

We simulate this process for up to k steps, recomputing the current minimum and maximum after each operation. Because n ≤ 100, a linear scan is cheap enough.

Algorithm Walkthrough

We maintain the list of tower heights and repeatedly perform at most k operations.

  1. Compute the index of the current maximum tower and the current minimum tower.

Why it works

The crucial invariant is that every operation directly reduces the difference between the current maximum and minimum towers unless multiple towers tie for extremes, in which case the effect is still non-worsening in the worst case. Since the only way to reduce instability is to move mass from a higher tower to a lower one, always choosing global extremes ensures we never waste a move on a non-extreme transfer that would have less effect on the final spread.

The implementation repeatedly scans all towers to find the current maximum and minimum. This is intentionally simple because n is small enough that O(nk) remains efficient.

One subtle detail is the stopping condition a[mx_i] - a[mn_i] <= 1. Once the difference is at most one, any further redistribution cannot reduce the final instability meaningfully within remaining moves, since the system is already as flat as possible under integer constraints.

Another detail is that we recompute max and min at every step rather than maintaining a heap. This avoids complexity bugs and is fast enough under the constraints.
