The total time for a rectangle is the sum of these costs over all consecutive perimeter moves in clockwise order.
We must choose a rectangle whose top-left and bottom-right corners define a valid submatrix. Each side must have length at least 3 cells, which guarantees the perimeter has meaningful structure and avoids degenerate loops. Among all valid rectangles, we want one whose traversal time is closest to a target value t.
The key observation is that the grid size can be as large as 300 by 300, so there can be about 90,000 cells. A naive enumeration of all rectangles is already large, about O(n^2 m^2), which is roughly 10^10 candidates, and for each rectangle computing its perimeter cost would multiply by another factor of O(n + m), which is completely infeasible.
A subtle issue is that the perimeter includes repeated structure: top row, bottom row, left column, right column. If one is careless and recomputes height differences from scratch for every rectangle, the solution will time out even before handling moderate inputs.
Another pitfall comes from boundary constraints. Since each side must have at least length 3, rectangles with width 1 or 2 and height 1 or 2 must be excluded. Forgetting this constraint leads to invalid candidates that might incorrectly appear optimal due to their artificially short perimeter.
Finally, the direction matters: we traverse clockwise, so transitions along corners are included exactly once. A careless implementation might double count corner transitions or mis-handle adjacency between edges.
Approaches
The brute force approach is straightforward. We enumerate every possible rectangle by choosing its top-left and bottom-right corners. For each rectangle, we walk along its perimeter and compute the total cost by comparing each consecutive pair of cells. This is correct because it directly follows the definition of the path.
However, the number of rectangles is O(n^2 m^2). For each rectangle, the perimeter length is O(n + m), so the total complexity becomes O(n^2 m^2 (n + m)), which is far beyond acceptable limits for n, m up to 300.
The key insight is that we should avoid recomputing perimeter costs from scratch. Instead, we fix two rows and compress the problem into a 1D structure over columns. For a fixed pair of rows, we can precompute the contribution of vertical edges between these rows for each column, and separately maintain horizontal transitions along rows. This transforms the rectangle cost into a function that can be updated efficiently as we extend the rectangle horizontally.
The crucial idea is that when we fix top and bottom rows, expanding the rectangle from column l to r only adds two vertical edges (at l and r) and two horizontal segments (top and bottom rows). These contributions can be updated incrementally in O(1), allowing us to scan all intervals in O(m^2) per row pair. This reduces the full solution to O(n^2 m^2), but with a much smaller constant and no recomputation of full perimeters.
We then track the rectangle whose cost is closest to the target.

Why it works

Since every boundary edge is accounted for exactly once in the sliding process, no rectangle is missed and no transition is double counted.
