Approaches
The brute-force idea is straightforward. Enumerate every lattice point inside or on the polygon, generate every unordered pair, compute the square area contributed by that pair, sum everything, and divide by the number of pairs.
This works because the expected value is literally the average over all pairs. If there are $m$ lattice points, the brute-force complexity is $O(m^2)$. Even for a modest polygon containing $10^5$ lattice points, this already means roughly $10^{10}$ operations, which is hopeless.
The real bottleneck is not even the quadratic pairing step. Simply enumerating all lattice points can already be impossible under the constraints.
The key observation is that the area contribution depends only on coordinate differences. Expanding the formula gives
